Minutes of the meeting of Misterton Parish Council 

Tuesday, 19th July 2022 at 6.30pm, Misterton WI Hall

County Councillor Steve Ashton & six members of the public

 

Public Open Forum.

Member of public in latter part of meeting, not within public open forum requested an update on the gate on footpath at Turnpike Green.  Council to chase footpaths, new clerk to follow up.

 

21/204.               Apologies for absence

Apologies for absence were received and accepted from Cllr Andrew Callow (Personal)

21/206.                Minutes of the meeting of 21st June 2022

The minutes of the meetings held on 21st June were resolved as a true and accurate record of the meeting.

21/208.                Reports

  1. Report from County Councillors

Cllr Ashton reported that:

  • Grass cutting at packers way has been resolved
  • Misterton school closure – church are required to seek best commercial outcome for themselves. Cannot be a school or playschool must be a specialist school.

A proposal to invest ½ million pounds to become a special communication needs school for disabled and academically troubled children. 8-10 children per day. Parking for staff and children drop off and pick up can be dictated by council as to where to park for the benefit of the village traffic flow. Possibility of village community use after 5pm. Decision to be made by end of August 2022.  Should proposal not go ahead building will be sold.

 

 

  1. Report from Chairman of the Parish Council & Recreation Field Trust
  • Police have spoken with youths re the vandalism to wheelie bins in the neighbourhood
  • CCTV to be checked re the drug bags litter left in childrens play area.
  • Re forest school, fire brigade report required and recreation ground bye laws to be observed.

21/211.               Play innovation to update play area

               To be reviewed in a finance working group meeting and report back to council

21/212. Recreation field reports – no problems to report

 

21/213. To display hard copy of bye laws at recreation ground

 

21/214. Website outdated information review, agreed to review in 3 months time when new clerk has settled into job.

 

21/215. Council agreed to seek to co-opt two new members

 

21/216.                Finance and Procedure

 

  1. Finance working group reported back to council,
    1. Reserves to be reviewed for ring fenced items
      1. Bus shelters to be cleaned
      2. Misterton stone to be cleaned
    2. Cemetery working group to review cemetery plot purchase costs
  • Road working group to review SID costs

 

  1. To agree invoices for payment and cheques signed

All invoices agreed and paid as per monthly report circulated

21/217. Somerset Bus Partnership – P Bradly to ask a resident to represent village

21/218. Musgrove NHS funds request – council decided to decline giving a grant.

21/219. Confidential session – Council appointed and welcomed new clerk Christine Scott to start on 1/8/22 on LC2 SCP 18-23 plus mileage and WFH allowance.

21/220.   Confidential session – ‘Community Right to Bid Nomination Form’

The Councillors present fully agreed that they had been kept informed on the progress of the Community Right to Bid and were unanimously in support throughout.  They recognise that email information had to substitute as an ex committee approval process due to the pressure to submit the form.
